
It is estimated that four government departments owe Punjab State Power Corporation Limited (PSPCL) over Rs 2,400 crore, which is 92.7 percent of the total defaulting amount of Rs 2,605 crore.
A total of 35 departments defaulted on bill payments worth Rs 374.10 crore in 2015, according to PSPCL data. As of November 2022, 54 government departments owed Rs 2,605 crore.
In March 2021, there were dues of Rs 2,245 crore.
In Punjab, the departments are divided into the following zones: West Zone (Rs 734 crore), South Zone (Rs 727 crore), Border Zone (Rs 712 crore), North Zone (Rs 304 crore) and Central Zone (Rs 304 crore).

A total of more than Rs 2,000 crore is owed by the Water Supply and Sanitation Department (Rs 1124 crore) and the Local Bodies Department (Rs 881 crore). Over the past year, there has been an increase of Rs 450 crore in arrears against the latter.
A total of Rs 286 crore is owed to the Rural Development and Panchayats Department, and 125 crore is owed to the Health Department.
According to All-India Power Engineers Federation spokesperson VK Gupta, the four departments owe over Rs 2,415 crore, which equals 92.7% of the total default amount of Rs 2,605 crore.
The Sewerage Board has arrears of Rs 75 crore, the Irrigation Department has arrears of Rs 25 crore, the Home Affairs and Jails Department has arrears of Rs 21 crore, and the School Education Department has arrears of Rs 11 crore. Power Department officials reported that they owed Rs 2.38 crore as well.
PSPCL should be paid as soon as possible by the government departments.
However, the departments claim that they don’t have enough funds to pay their bills. The issue has been taken up by Power Minister Harbhajan Singh ETO.
The PSPCL will not disconnect power supply since most of the services are essential.
